The Majority of Scholars state that a woman may not read or touch the Quran while in a state of menstruation. Exceptions are made for statements that are Zikr, dua or under three verses of recitation. So things like Bismillahir Rahmann arRaheem are accepted.
They state this opinion due to the hadeeth of Ali RadiyaAllahu 'Anhu that the prophet sala Allahu 'alihi wasSalaam would teach the Quran to everyone except someone who is Junoob (impure due to sexual activity requiring a full ritual bath). Sahih hadeeth Tirmithi and many others.
The scholars stated that anything requiring a full bath, such as Menstruation, is under the same consideration.
If a woman cant pray..and the prayer is reading Quran and Zikr then the issue is clearly that the Quran can not be recited while in menstruation.
On the other hand:Imam Malik and one of the opinions of the Hanabalis along with Ibn Taymiyyah allow reading/reciting the Quran from memory.
Ibn Taymiyyah analysis is simple: There is no clear, saheeh text to indicate that a menstruating woman is forbidden to recite Quran… It was known that women used to menstruate at the time of the Messenger of Allah sala Allahu 'alihi wasSalaam and he did not forbid them to recite Quran, or to remember Allah (zikr) and offer du’a.
Also there are differences between those Junoob due to sexual activity and a sister in Menstruation. The one who is in a state of janaabah has the option of removing the impurity by making ghusl, unlike the menstruating woman. A woman’s period usually lasts for some length of time, whereas the person who is in a state of janabah is required to do ghusl when the time for prayer comes.
I prefer the second opinion that a woman may read from memory Quran as an act of devotion. Surely a clear cut hadith or agreed upon statement of sahabah would have been narrated had a prohibition been known at the time of Rasool ul Allah.
As for holding a quran and reading from it then the answer is that it is not permissible. Wa Allahu a'laam
